Building a Legal Team for a Sequoia-Backed Transportation Startup

Our client, a Sequoia-backed startup, is transforming the children’s transportation industry by modernizing school bus services. Originally launched as an “Uber for kids,” the company pivoted to focus on integrating technology into school buses to optimize routes, reduce travel times, and ensure safety and efficiency. Operating in an industry that has remained largely unchanged for decades, the client aims to disrupt the PE-backed, traditional school bus model with innovative solutions.

 

We had an existing relationship with the founder, having met in 2019 during the early stages of their business pivot.

Scope of the Search

After successfully placing their first General Counsel, Lynne—a former litigator with experience at Tesla and Apple—the company needed to rapidly build out a legal team to support scaling operations. Each role required:

Bay Area Residency:

While roles were hybrid, candidates needed to be local to the Bay Area for in-office collaboration.

Startup Adaptability:

Candidates needed to thrive in a scrappy, fast-paced environment and be comfortable scaling legal functions from the ground up.

The following positions were scoped for the team build:

  1. Regulatory Attorney: Oversee regulatory compliance, particularly reporting requirements to the Department of Transportation. This role would ensure alignment with the complex legal frameworks in transportation.
  2. AGC of Employment: Develop employment strategies to manage a large hourly workforce—primarily bus drivers—while ensuring compliance with labor laws and creating scalable HR practices.
  3. AGC of Commercial: Handle large-scale commercial deals with school districts, requiring deep legal experience and the ability to negotiate high-value agreements. Candidates needed approximately 15 years of experience in commercial law.
  4. Paralegal: Support legal operations and regulatory filings.

Head of Legal Operations: Implement systems and processes to optimize legal workflows and support team scalability.

Challenges

This search required addressing several unique challenges:

  • Industry Perception: As a relatively unknown startup, the client was operating in Series C/E funding stages. Many candidates were unfamiliar with the company or its vision.
  • Team Dynamics: The hires needed to complement each other’s skillsets while contributing to a strong, cohesive legal function. This required careful consideration of personalities and team fit.
  • Niche Skillsets: Identifying candidates with specific experience in tech-forward transportation companies or PE-backed environments required deep market knowledge and targeted outreach.
  • Talent Location: The requirement for Bay Area-based talent further constrained the talent pool, particularly for niche roles in regulatory law and employment.
